Renovating a Villa in Seminyak? Read This About Water First

Seminyak is the part of Bali that grew up first, and it shows in the best and worst ways.

The best: you can walk to dinner. Petitenget, Kunti, Oberoi — an actual street life, at a density Canggu is still pretending it doesn’t want. Beach clubs that have had fifteen years to get good at it. If you bought here rather than further north, you bought convenience and you were right to.

The worst: the plots are small, the ground is low, and every wet season a certain amount of Seminyak briefly becomes a river.

That last part is the reason this page exists, because it changes how you should think about a renovation.

The flooding is documented, not folklore

This isn’t a vague reputation. It’s on the record, with named streets and named officials.

In December 2021, flooding on Jalan Kunti II in Seminyak reached thigh-height on adults. Eight flood points were recorded across the district that day, seven of them in Kuta (detik.com, 6 December 2021).

In February 2026, after flooding across Legian and Seminyak, Badung’s Deputy Regent gave three causes plainly: high discharge from the Tukad Mati river during extreme rain, the low ground elevation of Legian and Seminyak, and pump backflow — “the area is low-lying, and when we pump water into Tukad Mati while the river is high, the water flows back into the settlements” (detik.com, 24 February 2026).

By July 2026 the regency had started serious infrastructure work in response — drainage normalisation on Tukad Mati, two-metre box culverts at Jalan Dewi Sri IV, Pandawa and Campuhan, and a pump installation rated at 30,000 litres per second (Kompas, 19 July 2026).

That’s a serious response to a serious problem. It should improve things. It does not change the underlying fact that Seminyak sits low on a coastal plain and drains into a river that backs up.

For a renovation, this means the water questions come first, not last. Where does runoff from your roof and your hardscape currently go? What happens to your plant room in a big wet? If you’re adding decking and paving — and most renovations do — you are reducing the amount of your plot that can absorb rain, and pushing more of it into a drainage system that already fails.

The rule change worth knowing about

Here’s the part most people renovating in Bali right now haven’t caught up with.

After the September 2025 floods, the Bali provincial government began reactivating Pergub Bali No. 24 Tahun 2020, which covers protection of lakes, springs, rivers and the sea. The consequential part for you is a “Zero Run Off” principle: building permits (PBG) and certificates of function (SLF) are only to be issued where the applicant meets Zero Run Off requirements and provides on-site retention area (Dinas PUPRKIM Bali).

In plain terms: the direction of travel is that your property is expected to hold its own rainwater rather than push it into the street.

We’d add two honest caveats. Enforcement in Bali is uneven and always has been, and we couldn’t obtain the regulation’s full technical text — so precise retention volumes for a given plot size aren’t something we can quote you. Check with your architect or the Badung planning office for what applies to your specific permit. Don’t take a website’s word for a permit condition, including ours.

But the direction is clear, and it’s the same direction whether or not it’s enforced on your particular job.

Why this makes the pool interesting

A conventional pool is a liability under a rule like that. It’s a large impermeable object, usually surrounded by more impermeable decking, filled from the water table and periodically emptied into the drainage system.

A natural pool with a planted regeneration zone is closer to the opposite. It’s a permanent body of water that is never drained, surrounded by planting rather than paving, and it can be designed as part of a site’s water strategy rather than in spite of it.

That’s not a compliance guarantee — we’re not going to claim a pool gets your permit signed. But if you’re going to be asked to demonstrate on-site retention, it is considerably easier to do that with a scheme that already holds water and plants than with a rectangle of tile and a run of travertine.

If you’re renovating anyway, this is the moment. Retention and drainage are cheap while the ground is open and expensive afterwards.

What we don’t know about Seminyak, and won’t pretend to

We’re specific about ground conditions on our other area pages because the data exists. For Seminyak, some of it doesn’t, and we’d rather say so.

There is no published measurement of the water table in Seminyak. The study everyone quotes — BRIDA Badung’s 2024 seawater intrusion survey, with its 5–20m groundwater depths and 35–56 m/year intrusion front — was conducted in Kuta Utara: Canggu, Tibubeneng and Kerobokan Kelod. That’s a different district, several kilometres north. Applying those figures to Seminyak would be guessing with a citation attached, and plenty of people do it.

There is no chloride or TDS measurement published from within Seminyak itself. The nearest relevant statement is JICA’s 2006 assessment that groundwater in southern Bali including Kuta is unsuitable as a potable source because of salinity (JICA, 2006) — credible, directly naming the district, and twenty years old.

There is no soil or geotechnical data for Seminyak in the public record that we could find. Coastal alluvium is the reasonable expectation for this plain, but that’s an inference from regional geology, not a borehole log for your plot.

Whether recharge pits work here is genuinely unresolved. On a low-lying coastal site with a probably-shallow water table and likely salinity, an infiltration well carries a real risk of connecting surface water to a saline aquifer. We would not install one in Seminyak without site-specific testing. That is a different answer from the one we give in Canggu, where the ground is good for it, and from Uluwatu, where the karst means usually not. There is one more study coming. BRIDA Badung commissioned a seawater intrusion survey specifically for coastal Kecamatan Kuta — which does include Seminyak — and discussed its final report in September 2025. The published data isn’t public yet. When it is, we’ll put the numbers on this page.

The space problem, honestly

Seminyak plots are small and expensive, and a natural pool needs roughly 30–50% more area than the swimming surface alone.

On a lot of Seminyak sites that is simply the end of the conversation, and we will tell you so early rather than after a site visit. It is the most common reason we turn work down in this area.

Where it does work, it’s usually one of three situations: a larger legacy plot, a scheme where the regeneration zone doubles as the garden rather than competing with it, or a conversion where an oversized existing pool gives up part of its area to planting. That last one is more common than people expect — a lot of 2010s Seminyak pools are bigger than anyone actually swims in.
